There are many foreign diplomatic missions such as embassies, consulates, etc. residing in Japan and the representing countries are from these regions such as Asia, North America, Central and South America, Europe, Oceania, Middle and Near East and Africa.
Most of the embassies have their offices located in Tokyo but some do have regional offices, in Nagoya or Osaka for example. Some also do provide services regarding visas, etc. the application can be dealt without hustle of going to Tokyo.
Even if those foreign missions without regional offices, most of them do offer services through their Website or over the phone.
Currently at January 2009, the reported offices and facilities of foreign missions in Japan are up to 172 countries and there also are 33 facilities belong to the international organizations such as WHO and UNICEF.
